Assistant Hse Manager

**Job Description:** **Job Purpose/Overview** ·        Take overall responsibility to make all VSM HSE standard compliance in VSM area. ·        As a VSM HSE owner, conduct HSE related loss analysis, work with VSM to develop VSM FAB, and work out HSE working plan and continuous improvement plan based on VSM FAB ·        Check all HSE activity implementation progress based on VSM HSE working plan ·        Lead VSM team develop HSE capability framework based on future workforce needs, build requirement capability among layers of VSM team to support execution excellence and transformation process. ·        Promote HSE culture to enhance VSM team safety mindset and concept of every injure is preventable. ·        Lead VSM area to ensure the HSE KPI &KAI achievement thru FMOS process. ·        As site HSE team member participate site HSE FAB development and progress tracking. ·        As site HSE standard owner, understand and cascade all Mars standards and ensure fully implement throughout whole factory. ·        As site HSE SME, provide capability building and consultant to related function ·        Join HSE pillar as site HSE expert **Key Responsibilities** **1\. Support VSM manager to work out VSM level HSE plan and check implementation onsite to ensure HSE compliance in VSM area.** \- Take responsibility to make all VSM HSE standard compliance. \- Participate the meeting to setup the VSM FAB and 3-year masterplan and provide valuable inputs as a key VSM management team member. \- Lead VSM team member to work out HSE working plan and continuously improvement plan based on VSM FAB \- Lead VSM area to ensure the HSE KPI &KAI achievement thru FMOS process. \- Check all HSE activity implementation based on VSM HSE working plan \- Own VSM CAB or small projects for HSE improvement \- Lead incidents investigation and CAPA follow up. \- Share global SIRB information and deploy SIRB CAPA. \- Lead change management focusing on HSE related risk assessment including project design review, CVS process review, construction plan review. \- Perform HSE functional theme inspection, identify gaps and develop action plan. Support site level HSE related audit in VSM area and ensure compliance. Regularly review HSE related documentation. **2\. Build effective HSE capabilities and promote HSE culture on different VSM layer** \- Lead VSM area HSE culture promotion plan based on VSM FAB  - Coach shift manages and front-line associates about HSE loss reduction activity and track the status **3\. As site HSE standard owner and subject matter expert, own standard compliance, site level KPI and others.** \- Support HSE manager to plan site HSE CBN/FAB. \- Work with site HSE team to plan site activities and working plan based on HSE FAB and ensure compliance on expertise area \- As site HSE standard owner, read and cascade standard from global, government and others to VSM and function department level. Same time, plan health check to maintain execution \-  As site HSE standard owner, get connection and relationship with related government to apply report or get latest information \- As site HSE standard owner, lead or participate HSE internal and external audit, make sure site compliance during audit \- As site HSE SME, provide capability building and consultant to related function \- Join HSE pillar as site HSE expert \- Organize or participate site level HSE meeting or HSE pillar meeting to provide inputs or take meeting follow up
