Salary depends on relevant experience, and new staff rarely start at the top of the range. **Position Summary** The Policy Advisor, Clean Energy, will develop and advocate for policies and programs that reduce the environmental impact of electricity production, accelerate the transition to a clean energy economy, and address climate change in New Mexico. The Policy Advisor works under the guidance of the Deputy Director of State Advocacy. The Senior Policy Advisor, Clean Energy, will independently develop and advocate for policies and programs that reduce the environmental impact of electricity production, accelerate the transition to a clean energy economy, and address climate change in New Mexico. **About Western Resource Advocates** Western Resource Advocates (WRA) is a regional nonprofit organization working to address climate change and protect the environment, economy, and communities of the American West. For nearly four decades, WRA has advanced state-level policies that deploy clean energy and protect air, land, water, and wildlife. **Location** The preferred location for this position is New Mexico. The position may be based remotely within New Mexico, from WRA’s Santa Fe office, or in a hybrid arrangement. Alternate locations include remote or hybrid work in Arizona, Colorado, Nevada, or Utah, or from WRA offices in those states. **Responsibilities** **Policy Research and Development** * Develop and advocate for equitable policies that reduce the environmental impact of electricity and natural gas use, accelerate the clean energy transition, and address climate change in the Interior West, with guidance from senior staff. * Monitor relevant local, state, and federal policy developments. * Research and analyze clean energy policy in New Mexico, including legislation, administrative rules, and proceedings before the New Mexico Public Regulation Commission, with a focus on resource planning, energy efficiency, distributed energy resources, load management, beneficial electrification, and rate design. * Assist in supervising outside consultants. * Stay current on emerging energy and climate topics to inform policy development. * Evaluate utility plans, regulatory proposals, and pending legislation to ensure alignment with WRA’s decarbonization goals. **Advocacy** * Develop strategies and prepare expert testimony, comments, and discovery for regulatory proceedings, including permitting, rulemaking, planning, and rate cases. * Track regulatory proceedings and identify opportunities to advance WRA’s objectives. * Represent WRA before regulatory and legislative bodies through written and oral testimony. * Assist in negotiating and drafting settlement agreements. * Work with WRA’s Government Affairs team to support advocacy campaigns. **Relationship Building and Outreach** * Build relationships with utilities, regulators, consumer advocates, environmental organizations, government agencies, legislators, and other energy stakeholders. * Participate in and help lead coalitions that advance WRA’s mission and policy priorities. **Internal Coordination** * Assist with grant proposals and reports. * Coordinate with other WRA policy teams to advance shared strategic priorities. * Collaborate with Policy, Government Affairs, and Communications staff to develop effective outreach strategies and messaging. **Qualifications & Competencies** Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities will be considered. **Minimum Qualifications** * At least 2 years of relevant experience. * Experience or familiarity with public utility regulation, the energy industry, clean energy technologies, decarbonization strategies, climate policy, or related work. * Background in economics, public policy, engineering, or a related discipline. * Ability to understand complex regulatory processes and policy pathways. * Strong written and verbal communication skills. * Strong quantitative Independently develop and advocate for equitable clean energy policies in regulatory, legislative, and administrative forums. * Monitor local, state, and federal policy developments. * Research and analyze New Mexico clean energy policy, including legislation, regulatory proceedings, and utility planning. * Lead supervision of outside consultants. * Stay current on emerging climate and energy issues. * Independently evaluate utility plans, regulatory proposals, and legislation to advance WRA’s decarbonization goals. * Support Government Affairs advocacy campaigns. **Advocacy** * Develop noise or adverse environmental conditions. * Extended periods working at a computer. * Occasional travel by automobile or airplane. **Travel Requirements** Travel to meetings, conferences, regulatory proceedings, and other work-related events within the relevant state is required, along with travel for organizational retreats and regional meetings.
