Background** The Enhanced Integrated Framework (EIF) is a multi-donor partnership dedicated to supporting the least developed countries (LDCs) in using trade as a driver of sustainable and inclusive economic development. Hosted by the World Trade Organization (WTO), the EIF works with governments, development partners, the private sector and international organizations to strengthen trade capacity, attract investment and promote economic transformation. As the EIF enters its Phase Three, the Executive Secretariat for the EIF (ES) is scaling up its strategic engagement with partners; strengthening its communication and visibility; and advancing thought leadership on emerging issues affecting trade and development, including artificial intelligence (AI), digital transformation, investment facilitation and sustainable value chains. To support these efforts, the ES seeks an experienced consultant to provide analytical, communications and partnership support to the Partnerships, Outreach and Communications Team. **2\. Objective and duties** The objective of the consultancy is to strengthen the ES's capacity for policy analysis, knowledge production, strategic partnerships, outreach and communications by supporting flagship publications, high-level events, partner engagement, digital communications and EIF governance processes. The Consultant will contribute to positioning the EIF as a leading platform supporting the LDCs' trade, investment and economic transformation agenda. **2.1.** **Key functions and responsibilities** Under the overall guidance of the ES, the Consultant will undertake the following assignments: **2.1.1. Strategic analytical work** * Lead the preparation of a flagship EIF publication (maximum 30 pages) on **"Artificial intelligence as a driver of trade and investment in the least developed countries"**. * Prepare an inception note, analytical framework and annotated outline for the flagship publication. * Conduct research and analyse international trends, policy developments and practical applications of AI for trade, investment, micro-, small- and medium-sized enterprise competitiveness and productive transformation. * Identify relevant case studies and good practices from the LDCs and developing countries. * Coordinate the technical review, fact-checking, validation and revision of the publication in consultation with relevant EIF and external experts. * Draft policy recommendations for governments, development partners, business support organizations and the private sector. **2.1.2. Communications and outreach** Support the implementation of the EIF communications strategy by: * Preparing communication materials. * Drafting news stories, blogs and articles (particularly opinion pieces). * Producing social media content. * Supporting multimedia and digital communication campaigns. * Developing visuals, flyers and posts. * Promoting EIF visibility across communications platforms. The Consultant is expected to use appropriate digital technologies and approved AI-enabled tools to improve the quality, efficiency and reach of research and communications products, in accordance with applicable WTO policies on confidentiality, data protection, accuracy and responsible use. The Consultant will ensure synergies and complementarities between the EIF global communications and the country-led communications engagements within the context of the launch and the implementation of Country Programme Documents (CPDs). **2.1.3. Support to high-level events and partnerships** Support, from a communications perspective, the preparation and delivery of EIF participation in major international events, including: * WTO Public Forum 2026. * WTO Global Review of Aid for Trade 2026. * EIF high-level meetings and side events at HQ and in the LDCs when required. * ES missions and public engagements, including the EIF Board meetings. * Other international conferences, partner meetings and outreach activities, as required. **2.2. Deliverables** The Consultant will deliver, at a minimum: **Deliverable 1:** A flagship EIF publication (maximum **30 pages**) entitled: **"Artificial intelligence as a driver of trade and investment in the least developed countries"**. The publication should present practical policy recommendations for governments, development partners, business support organizations and the private sector on how AI could foster trade and investments in the LDCs. The publication will guide EIF country partners, particularly EIF National Implementation Units (NIUs) on how the EIF, through the CPDs, can innovate and contribute to the digital transformation of the LDCs. **Deliverable 2:** Communications products for the EIF digital platforms, including: * Website content. * Social media posts. * Articles and blogs. * Capacity-building to help the NIUs elevate the voice of the EIF at the country level. **Deliverable 3:** Substantive inputs supporting the preparation of **EIF high-level events and strategic partnership engagements**, including analytical papers, briefing notes, presentations and communications materials. **3\. Qualifications** Education Advanced university degree (master's or equivalent) in Economics, International Trade, International Development, International Relations or a closely related discipline. Professional experience * At least four years of progressively responsible professional experience in international trade, economic development, investment or development cooperation. * Previous professional experience with a multilateral organization (WTO, UN, World Bank, regional development bank or similar international institution) is highly desirable. * Demonstrated understanding of the development challenges facing the LDCs. * Good knowledge of international trade, investment, Aid for Trade, private sector development and economic transformation. * Experience preparing policy papers, analytical publications and high-level briefing materials. * Experience organizing international conferences and high-level events. * Experience working with governments, development partners and international organizations. Competencies The successful candidate should demonstrate: * Excellent analytical and economic research skills. * Outstanding drafting and communication skills. * Strong stakeholder engagement, interpersonal skills and creativity. * Ability to work independently under tight deadlines. * Excellent knowledge of digital communications platforms and social media. * Strong proficiency in AI-enabled productivity tools and digital content creation. Languages Excellent command of English (written and spoken) is required. Knowledge of French would be a strong asset. **4\. Duration** From 17 August to 31 December 2026. **5\. Reporting** The Consultant will work under the overall guidance of the Executive Director and under the direct supervision of the Head of Partnerships and Outreach. **6\. Work location** The Consultant is expected to work from the offices of the ES at the WTO in Geneva, Switzerland.
