**Terms of Reference: Coordinator**
**Background**
The Enhanced Integrated Framework (EIF) is the only multilateral partnership dedicated exclusively to assisting the least developed countries (LDCs) use trade as an engine for growth, sustainable development and poverty reduction. The EIF partnership of 51 Countries, 24 Donors and 8 Partner Agencies works closely with governments, development organizations, civil society and academia. Together, we leverage our collective know-how, reach and reputation to tackle the world's most pressing trade-for-development issues. Over the past ten years, the EIF has helped the poorest countries to strengthen policy environments for trade, enable exports to untapped new markets and ensure that goods and services move easily across borders.
The EIF has successfully started its third phase as the successor programme to EIF Phase Two.
In this context, the newly designed mechanism of Country Programme Document (CPD) is the central programming tool for each LDC under EIF Phase Three and serves as a strategic roadmap. Aligned with national priorities and informed by up-to-date diagnostics and analysis, it will enable access to resources from the EIF Trust Fund and other sources, including development partners and the private sector. The Executive Secretariat for the EIF (ES) provides the necessary support to in-country teams to prepare high-quality CPDs for approval by the EIF Executive Board and subsequent implementation.
Furthermore, the EIF is now reaching the conclusion of the EIF Interim Facility, a support measure to act as a bridge between EIF Phases Two and Three, and will require follow-up and closure support with the countries benefitting from this measure thereafter.
The ES has been administratively housed in the WTO since and will continue to be housed also in EIF Phase Three of the programme to end in 2031.
The ES is looking for a Consultant to fill the position of Coordinator.
**General Functions**
Reporting to the Senior Coordinator, the incumbent will have the following responsibilities:
1. Manage assigned portfolio of trade-related projects in the LDCs supported by the EIF efficiently and effectively, with a focus on results-based management.
2. Strengthen the EIF's functions and ensure that EIF projects achieve results in an efficient, effective, sustainable and impactful way, at programme and country level, through:
a) direct and sustained assistance to the LDCs in preparing their CPDs and Priority Action Matrices;
b) increased coordination and harmonization of resources;
c) stronger regional and global partnerships;
d) identification of capacity-building needs for the LDCs;
e) programme delivery and reporting;
f) implementation of the Value for Money Framework;
g) supervision of EIF projects at national and regional levels, including undertaking supervision missions;
h) contribution to strategic plans and activity schedules; and
i) coordination with the EIF Trust Fund Manager for efficient delivery of the portfolio.
3. Contribute to monitoring, evaluation and learning processes in the EIF programme and specifically assigned countries.
4. Contribute to EIF public advocacy, communication, outreach and capacity-building.
5. Identify and deliver on training needs in collaboration with in-country teams.
6. Ensure that EIF support plays a supportive and catalytic role in leveraging both financial and technical resources in the country.
7\. Ensure that the folowing key cross-cutting issues are taken into account when coordinating the activities in the EIF Countries: a) poverty reduction; b) gender equality; c) environmental sustainability; d) trade facilitation; e) standards; f) digital trade; g) regional integration; h) global and regional value chains; i) resource-leveraging, including the promotion of private investment; and j) the inclusion of micro-, medium-, and small-sized enterprises in the global economy.
8. Perform any other tasks as required by Senior Management and based on the evolving priorities of the programme.
**REQUIRED QUALIFICATIONS**
**Education:**
Advanced university degree in economics, law, international relations, business adminstration or in a closely related field.
**Knowledge and Skills:**
_Technical knowledge and skills:_
Knowledge of international development issues and in particular Aid for Trade (AfT) in the context of the LDCs, including the roles of donors, international agencies and other players in providing and delivering AfT.
Country-level project management skills; portfolio management skills; programme monitoring and evaluation skills; and capacity-building skills.
Excellent drafting skills.
_Behavioural skills:_
Excellent organizational skills and attention to detail.
Ability to multi-task and deliver under pressure.
Excellent communications skills.
Capability to initiate, build and maintain relationships with a variety of people, both inside and outside of the organization.
Ability to work in a multicultural team where supporting and gaining the support of others is important to achieving his/her objectives.
**Work Experience:**
At least five years of relevant professional experience, including work in development assistance for developing countries as well as experience working in or for the LDCs. Experience in financial and project management as well as reporting is also required. Experience in the field of international trade and AfT will be an added advantage.
**Languages:**
Excellent command of English is required. Knowledge of French is an added advantage.
**Terms and conditions:**
* The consultancy dates are 1 September to 31 December 2026.
* The monthly consultancy fee is CHF 10,000.
* The Consultant will work mostly remotely, based in Toronto, Canada.
* Occasional presence in Geneva as per work requirements, to be mutually agreed upon. All travel expenses in this respect are deemed covered by the consultancy fees.
* Should the need for mission travel arise, then this will be arranged by the WTO according to the WTO rules and regulations for official travel.
