The purpose of this SSA assignment is to provide independent technical supervision and quality assurance to ensure that the renovation works are implemented: • According to the approved architectural design and drawings • In compliance with applicable construction standards and regulations of WFP • Within the agreed implementation timeline and approved scope • With required quality and safety standards Under the overall supervision of the Head of Finance and Management Services Unit, and in day-to-day coordination with the Management Services Officer, the SSA Engineer will supervise, monitor, and provide quality assurance for the renovation works. The role is limited to technical supervision, reporting, and coordination and does not include design ownership, direct contractor management, or approval of contractual variations unless expressly authorized by WFP. The scope includes, but is not limited to: **Pre-Construction Phase** * Review and understand the approved architectural drawings, bill of quantities, technical specifications, and implementation schedule * Verify site conditions and identify potential constraints * Coordinate with WFP, the architectural firm/design consultant, and the contractor before commencement of works * Review the contractor’s work plan, schedule, method statements, and site mobilization arrangements and provide technical comments to WFP **Construction Supervision** * Verify that works are executed in accordance with the approved architectural design, technical specifications, and applicable standards * Supervise daily site activities and monitor progress * Ensure quality of materials and workmanship meets required standards * Verify setting-out works, dimensions, and alignment * Monitor contractor compliance with site safety procedures, WFP requirements, and relevant local regulations * Identify and report defects, deviations, quality concerns, delays, and implementation risks with recommended corrective actions **Coordination** * Coordinate with WFP, the architectural firm/design consultant, and the contractor on technical and site implementation matters * Facilitate technical clarifications between the contractor and the architectural firm/design consultant, ensuring that any design-related decision is referred to the responsible design consultant and WFP * Attend and support regular site meetings, prepare concise meeting minutes, and follow up on agreed actions **Quality Control** * Inspect materials before use * Conduct periodic inspections and tests * Ensure proper finishing works as per design standards * Recommend acceptance or rejection of completed works based on compliance with approved drawings, specifications, and quality standards **Reporting** * Prepare regular progress reports (daily/weekly) * Document site issues, delays, and corrective actions * Provide recommendations for improvements * Prepare work completion reports **Time and Cost Monitoring** * Track work progress against schedule * Identify delays and propose mitigation measures **Health and Safety** * Ensure adherence to safety standards and regulations * Monitor use of personal protective equipment (PPE) * Identify and mitigate safety risks on site **Deliverables** The SSA Engineer will be expected to submit the following outputs during the assignment: * Inception report, including initial site review, key implementation risks, and comments on the contractor’s work plan * Weekly or bi-weekly progress reports covering physical progress, quality issues, delays, risks, and recommended corrective actions * Site inspection reports, including photographic records where applicable * Quality assurance checklists and material/workmanship inspection records * Site meeting minutes and action tracker, as required * Defects, snagging, and rectification list prior to handover * Final completion report, including recommendation on handover/completion certification and confirmation of outstanding issues, if any **Supervision and Working Arrangements** The SSA Engineer will report to the Head of Finance and Management Services Unit, with day-to-day coordination through the Management Services Officer. The SSA Engineer will coordinate closely with the architectural firm/design consultant and contractor on technical and site implementation matters. All formal approvals, contractual instructions, scope changes, cost variations, and acceptance of works will remain subject to WFP authorization. **Duration and Level of Effort** The SSA assignment will cover the full renovation implementation period, including pre-construction coordination, active site supervision, snagging/defects review, and final handover support. The specific duration and level of effort will be determined based on the approved work schedule, site requirements, and WFP’s operational needs. The SSA holder may be required to be present on site as needed during critical stages of implementation. **Performance Evaluation** Performance will be assessed based on the timely and satisfactory completion of assigned outputs, quality of technical supervision, accuracy and usefulness of reports, responsiveness to site issues, coordination with relevant stakeholders, and adherence to WFP standards and expectations. **Qualifications and Experience** **Education:** Completion of secondary school education. A post-secondary certificate in civil engineering, construction management, architecture, or a related technical field. **Experience:** Minimum of six years of relevant experience in construction supervision, office renovation, fit-out, building maintenance, or similar works. **DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:** * Demonstrated experience in supervising contractors and monitoring quality, safety, progress, and workmanship on construction or renovation sites. * Strong knowledge of construction quality control, site safety, finishing works, material inspection, and practical site coordination. * Ability to read and interpret architectural drawings, technical specifications, bills of quantities, work plans, and implementation schedules. * Experience working with UN agencies, international organizations, or institutional clients is desirable. * Good written and oral communication skills in English.
