Be part of a team that’s committed to service, innovation, and community. **Job Summary** **Job Description**   **Overview** The Manager - Stormwater directs, manages, and oversees stormwater operations, maintenance, and operational efficiency for Dallas Water Utilities. Ensures the operation and performance of stormwater drainage activities and maintains compliance with regulatory requirements. **Essential Functions** **1** Manages, directs, and leads all operations and activities of the water utility stormwater division and staff; organizes, plans, staffs, directs, and controls programs to respond to customer requests for service requests, field operations for internal and external repairs. **2** Manages the hiring and performance evaluation procedures for the department; approves and enforces discipline, verifies and approves time, manages service contracts, equipment, and technology and facilitates departmental success and effective service and maintenance delivery; hears and resolves grievances and implements disciplinary actions when necessary. **3** Develops and implements long range plans, programs, and schedules; determines goals and objectives needing emphasis; directs and coordinates work through leaders or team chiefs; and provides coaching or technical direction as needed. **4** Directs and oversees the operations conducted by field employees in neighborhood areas including creeks, channels, Floodway Management Areas (FMA), as well as areas within the Dallas Floodway; coordinates the various maintenance of floodway and associated locations and facilitates the optimization of field procedures and processes; ensures proper documentation of time, parts used, cost of labor on completed Preventive or Corrective maintenance work orders. **5** Directs and coordinates maintenance activities with contractors, vendors, and other trades within the floodway or other city departments to ensure efficient work; participates in and conducts various staff meetings where maintenance management is planned to ensure equipment availability, reliability, and capacity in support of overall objective. **6** Develops and implements budget for department and operations; inspects work, audits activities, and identifies equipment that needs to be procured; creates budget to meet needs in the most cost-effective manner. **7** Finds and implements methods to improve production or effectiveness. **8** Performs all other work as needed or assigned. **Knowledge and Skills** **1** Knowledge of departmental management. **2** Knowledge of maintenance and repair of levee systems including creeks, channels, and FMA **3** Knowledge, use, and care of hand and power tools. **4** Knowledge of levee systems, gate structures, and technological systems that relate to the floodway and channels. **5** Knowledge of neighborhood drainage systems /municipal separate storm sewer systems. **6** Knowledge of municipal stormwater permit requirements. **7** Ability to prioritize work, provide training, and facilitate efficient service delivery. **8** Ability to follow and give oral and written instructions and read charts and maintain written records. **9** Ability to participate in budget development, procurement activities, and inventory management. **10** Ability to maintain record keeping or work log system. **11** Communicating effectively verbally and in writing **12** Establishing and maintaining effective working relationships. **MINIMUM QUALIFICATIONS:** **EDUCATION:** * High school diploma or GED **EXPERIENCE:** * Eight (8) years of experience in water utilities operations or stormwater assets and operations (e.g. floodway operation and maintenance, MS4/neighborhood drainage operation and maintenance, forestry and natural resources, floodplain management). **AND** * Three (3) year of supervisory or management experience is required. (This experience may be included in the required experience listed above.) **EQUIVALENCIES:** * Associate degree in Public Administration, Business, Engineering, or Environmental Science field plus six (6) years of the required experience including three (3) years of the stated supervisory/management responsibilities will meet the education and experience requirements. * Bachelor’s degree or higher in Public Administration, Business, Engineering, or Environmental Science field plus four (4) years of the required experience including three (3) years of the stated supervisory/management responsibilities will meet the education and experience requirements. * Bachelor's degree or higher in a non-specified field plus six (6) years of the required experience including three (3) years of the stated supervisory/management responsibilities will meet the education and experience requirements. * Master’s degree or higher in Public Administration, Business, Engineering, or Environmental Science field plus two (2) years of the required experience will meet the education and experience requirements. **LICENSE:** * Valid driver's license with good driving record. **Salary Range**   $70,075.20 - $87,609.60   The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
