Learn more about GovTech at tech.gov.sg. [Background] Excellence & Performance (E&P) sits within GovTech's Digital Transformation (GDT) group. We are a multi-disciplinary team of software engineers, cybersecurity engineers, platform infrastructure engineers, and programme managers. Our mission: Measurably raise the software delivery and operational performance of 54 GDT-managed agency CIO teams — driving them toward defined baselines in security, quality, and resiliency while reducing operational toil. How we work: We use data to identify performance gaps across agency systems (~1,200 agency systems under GDT management), design targeted interventions, prove value through pilots, then scale across agencies. Each intervention is structured around one of six practice areas: Software Delivery Hygiene (DevSecOps) Application Security Test Automation Observability Day-2 Ops Automation IT Governance Our customers are agency CIO teams — GovTech forward-deployed officers responsible for delivering and operating IT systems that serve agency business needs. [What You Will Be Working On] As an E&P Software Engineer, you will build internal tooling and platform solutions that help agency teams adopt better practices at scale. This is not a typical product engineering role — you operate at the intersection of developer tooling, data analysis, and stakeholder engagement. Your work follows a structured cycle: Problem Discovery: Analyse operational data and engage agency CIO teams to identify gaps and sharpen problem statements. Solution Design: Conceptualise interventions (automation, tooling, dashboards), prototype rapidly, and propose to GDT management for approval. Build & Ship: Design, develop, and maintain solutions that are robust and scalable enough to serve 54 agencies. Write clean, testable code adhering to engineering best practices. Prove & Scale: Run POC/POV with pilot agencies, measure outcomes against baselines, then roll out to the broader agency population. You will also contribute to: Architectural decisions ensuring solutions remain performant and maintainable Code reviews to ensure system coherence CI/CD pipeline and deployment reliability Agile ceremonies (sprint planning, retrospectives) for continuous improvement [What We Are Looking For] Degree in Computer Science, Software Engineering, or a related field — or equivalent demonstrated ability Around 3–5 years of professional software engineering experience, though we value the quality of your engineering judgement over years served Solid foundation in modern programming languages (e.g. Python, TypeScript/Node.js, Go) Experience with cloud-native architectures (AWS/Azure/GCP), containerisation (Docker, Kubernetes), and CI/CD tools Practical experience with AI/LLM integration — agentic engineering, retrieval-augmented generation (RAG), tool use, or agentic workflows (multi-step agents, orchestration patterns). We increasingly apply AI in both our development process and the solutions we build for agencies. Hands-on experience using AI coding agents (e.g. Cursor, Claude Code, GitHub Copilot) as active collaborators in your engineering workflow — not just for autocomplete, but for spec-driven development: writing technical specs and pseudocode, iterating on agent outputs, and integrating AI assistance into testing, version control, and code review Comfortable working with data — analysing datasets to identify patterns, define metrics, and validate outcomes Product sensibility and clarity of thought — you can frame problems well, reason through trade-offs, and make sound engineering judgements without over-engineering Systems thinking: you see how components interact, anticipate downstream effects, and design with the broader system in mind Knowledge of secure software development practices (e.g. OWASP, dependency management, secure coding) and test automation strategies (TDD, test pyramid, shift-left testing) is an advantage Familiarity with developer tooling, platform engineering, or DevOps ecosystems (e.g. Infrastructure as Code, API design, pipeline automation) is a strong plus Strong communicator who can engage both technical engineers and non-technical stakeholders (programme managers, agency CIOs) Self-directed with the ability to operate end-to-end: from problem framing through to scaled delivery What we offer you: GovTech is an equal opportunity employer committed to fostering an inclusive workplace that values diverse voices and perspectives, as we believe that diversity is the foundation to innovation.    Our employee benefits are based on a total rewards approach, offering a holistic and market-competitive suite of perks.
